Job Summary

The Division of Public Safety (DPS) at CU Boulder is encouraging applications for an Assistant Vice Chancellor for Operations ! This position will provide operational leadership and strategic direction as it relates to the delivery of DPS operations in the areas of the event and emergency management, flight operations, and the security operations center (which will be developed through a phased operational approach).

This position reports to the Associate Vice Chancellor for Public Safety (AVCDPS) and will work with them to closely manage the operations budget supporting the vision and mission of DPS and the CU Boulder campus. This position partners with the DPS leadership team and participates in campus conversations about the efficient and effective use of public safety operations.

In addition to the AVCDPS, this role will work closely with the AVCDPS's senior leadership team, campus partners, external agencies, and other administrative offices on the Boulder campus. This is a senior role, with multi-function responsibilities for public safety operations. As part of the AVCDPS's senior leadership team, this person will be a strong leader who provides strategic support and serves as a leader with vision around operational issues and with strategic insight and the proven track record to lead the implementation and prioritization of organizational operations.

The successful incumbent in this position will be a thoughtful and strategic leader, skilled at building relationships and engaging in collaboration with departmental leaders within and outside DPS to understand operational needs and identify solutions to those needs. They will consider how to incorporate technological innovation in the areas of public safety operations and engage in technology systems and service planning to ensure sustainability of public safety operations. They will be able to develop and enforce the comprehensive policies and standards necessary to ensure integrity, security and standardization within public safety operations.

What Your Key Responsibilities Will Be

Strategic Public Safety Operations Leadership and Planning

  • Serve on the AVCDPSs Leadership Team

  • Works collaboratively with the AVCDPS, and Public Safety departmental leadership to:

  • Determine current divisional operations needs/gaps

  • Discover opportunities to implement innovative solutions

  • Develop a 5-year strategic plan for Public Safety operations, including a projected budget that aligns both with the Public Safety priorities and the strategic imperatives and budget of the CU Boulder campus

  • Prioritize initiatives to complete the strategic plan

  • Complete the strategic plan

  • Evaluate progress and adjust plan as needed

  • Develop policies, standards and procedures for public safety operations that ensures integrity, security and standardization for public safety operations.

  • Maintains awareness of public safety operations industry innovations and potential to integrate innovations into divisional strategies

Supervision and Mentorship

  • Provide performance management, mentorship, and professional development opportunities for team members

  • Align staff duties with changing division needs

  • Collaborate with divisional departments to ensure that staff resources in this area support departmental needs

DPS Leadership Partnership

  • Engage in open and collaborative discussion with the peers within DPS

  • Work with campus partners, to identify, where possible, Public Safety operations can improve the services that operations provides

What You Should Know

  • This position is designated as a Campus Security Authority.

  • This position may operate University Vehicles, and an active Driver's License is required.

What We Can Offer

The salary range for this position is $180,000 - $215,568 annually.

What We Require

  • Masters or JD degree in public safety field, public policy, or related field. A combination of education and relevant experience may substitute for the degree on a year-for-year basis.

  • 6+ years of progressively responsible job-related experience, including supervision experience.

  • Excellent communication, interpersonal and organizational skills.

  • Ability to build relationships and work collaboratively.

  • Ability to influence action in the direction of organizational priorities in areas where there is not a direct reporting relationship.

  • Ability to elicit business requirements for the public safety division and formulate solutions that meet business needs.

  • Ability to direct, empower, develop and evaluate staff.

  • Ability to engage in budget planning and justification, as well as budget reconciliation.

  • Willingness to build awareness of and follow campus policies and standards around hardware and software compliance, pricing and purchasing, and security standard processes.
