Earned Value Management Analyst
We are seeking a dynamic financial professional to further LASP’s science mission by providing coordination and support to individual programs as well as to aid LASP faculty in managing sponsored research programs. The Earned Value Management (EVM) Analyst will be responsible for leading LASP’s effort in obtaining a certified EVM system. This role will work with the Research Financial Manager to complete the LASP System Description Document, LASP Guideline Matrix, EVM Capability Storyboard, and EVMS Implementation Process Map. The EVM Analyst will engage with the NASA working Group, establishing relationships that will help guide the certification process. They will also be the lead EVM analyst for a large instrument project, in which they will work with the Project Manager, Scheduler, and Business Analyst to create the EVM project plan. This will include ensuring compliance with all 32 requirements as outlined in ANCI/EIA-748 EVMS Guidelines. The plan shall address processes for managing technical scope, schedule, cost, and risk for conducting variance analysis and for developing ongoing and comprehensive estimates at completion. Decisions may impact the effectiveness and efficiency of administrative and business processes.

Who We Are
The Laboratory for Atmospheric and Space Physics (LASP) develops, designs, and builds instruments and spacecraft for space-based observations of the Sun, Earth, and planets. LASP has built instruments and participated in missions to every planet in the solar system. LASP manages the financial aspects for over 170 active grants and contracts, from proposal through award.
What Your Key Responsibilities Will Be
Advanced supervisory/mentor level of professional analyst work.
Compilation of earned value management data from multiple sources, such as production, accounting, procurement, schedule, and subsequent analysis of that data to produce earned value management reporting.
Calculate & analyze EV metrics and generate VARs as the need arises.
Identify/request forecast and baseline changes via schedule change requests, maintain change management logs, recognizes Risks, and associated mitigation activities.
Participate in Integrated Baseline Reviews as required.
Control and maintain Work Authorization Documents (WADs) for each Control Account, ensuring the WADs are always up-to-date.
Conduct training and mentorship for all CAMs on the project and lead IBR preparation and execution.
Perform work involving analyzing data and producing required EVM reporting.
Interact frequently with program management, agency customers, and lab executives requiring a high level of communication skills to plan, negotiate, and coordinate data.
Serve as a specialist EVM advisor.
Conduct special financial and business-related studies and cooperate with other departments in the preparation of analyses.
Recommend, develop, and maintain EVM policies and procedures.
Other duties as assigned to facilitate continuity within research programs at LASP.

What We Require
Bachelor’s degree in business, accounting, or equivalent, with at least seven years of experience or a master’s in business administration or equivalent, and five to eight years of experience.
Previous experience working as an EVM analyst and/or financial analyst.
Proven experience with standard EVM practices and procedures, tools (such as Deltek Cobra, Microsoft Project) schedule creation/management, rolling waves, and EVM cost baselining.
What You Will Need
Understand the federal, state, and university guiding principles.
Demonstrated ability to research, investigate, analyze, reconcile, and evaluate data.
Strong interpersonal, written, and verbal communications skills.
Specialist in Earned Value Management concepts and execution.
Proficient in Microsoft Excel and PowerPoint.
Exceptional organizational skills with the ability to multi-task while under pressure.
Exhibit a high level of autonomy through independent decision making, project management, and sound judgment.
What We Would Like You To Have
Ten to twelve years of experience.
Master’s degree in accounting or finance.
Prior experience working EVM on other space missions/instrument builds.
