Duties & Responsibilities:

  • Conduct formal and informal resolutions for campus affiliates as requested by campus Equity Officers pursuant to University of Colorado Sexual Misconduct, Intimate Partner Violence and Stalking Policy, University of Colorado Nondiscrimination Policy, and the University of Colorado Conflict of Interest in Cases of Amorous Relationship Policy (Equity Office Policies).

  • Conduct formal and informal resolutions involving allegations against system employees or system affiliates pursuant to the Equity Office Policies.

  • Serve as delegate and represent the VP as needed, including communicating and managing relationships with Board of Regents, President's executive team, campus leadership, campus Equity Offices and University Risk Management, participating in Board of Regents executive sessions, regular meetings and committee meetings as requested, reviewing reports received by system office of misconduct by campus affiliates for referral to campus resources, providing subject matter expertise for campus and system legislative and communication teams, conducting threat assessments for system office in collaboration with system staff, and facilitating systemwide working groups as related to updating Equity Office Policies in response to evolving federal or state law.

  • Assist VP with facilitating hearing process, including providing supervision and training for and with hearing officers, advisors and University Counsel and developing hearing process procedures and templates.

  • Assist VP with facilitating any appeals as requested by campus Equity Offices.

  • Assist VP with training and educational development of Board of Regents, system employees and system affiliates pursuant to Equity Office Policies, including mandatory reporting.

  • Participate in training sessions as required by university policy and federal law.

  • Ensure that applicable law, University policy, and procedural rules are observed and applied equally to all parties and advisors and conduct proceedings free of bias or conflict of interest.

  • Continually stay up to date on federal and state laws to ensure university policy compliance.

  • Contribute to strategy development and continual processes efficiencies on the OERC team, Equity Offices and University Risk Management

Qualifications:

Minimum Qualifications:

  • Bachelor's degree from an accredited institution of higher education, or equivalent professional experience (professional experience may be substituted for the educational requirement on a year-for-year basis)

  • Eight (8) years' professional experience with:

  • Legal/administrative hearings or internal investigations involving sexual misconduct, protected class discrimination or harassment investigations or equivalent professional experience

  • Authoring briefs or final determinations in legal/administrative hearings or internal investigations involving sexual misconduct, protected class discrimination or harassment investigations or equivalent professional experience

Preferred Qualifications:

  • Juris Doctorate or post-baccalaureate degree from an accredited institution of higher education in a legal-related field

  • Ten (10) years' professional experience as detailed above

Knowledge, Skills, and Abilities:

  • Extensive knowledge and training in the areas of state and federal civil rights laws and specifically Title IX and and Title VII

  • Extensive knowledge and training in state and federal laws regarding privacy and confidentiality of student and employee records, including Family Educational Rights and Privacy Act

  • Extensive knowledge and training in conducting investigations and applying policies and procedures

  • Ability to exercise professional judgment and decision-making in case resolutions

  • Ability to draft decisions and reports based on sophisticated logical reasoning and written analysis

  • Knowledge of live cross-examination and evidentiary rules in legal/administrative hearings

  • Demonstrated ability to make administrative and procedural decisions and judgments on sensitive issues

  • Interpersonal skills, including ensuring respectful and fair adjudicative processes for those alleging sexual misconduct, those accused of sexual misconduct, their advisors and support persons and any witnesses

  • Excellent writing and research skills, including ability to review final determinations including findings of fact and application of policy to facts

  • Excellent organizational skills, including the ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate and facilitate meetings, and make decisions

  • Ability to self-start and take initiative in completing daily tasks and special projects

  • Critical thinking skills, including the ability to identify problems, questions, and assumptions; establish significance; and understand logical connections between ideas

  • Ability to maintain adaptability to meet changing demands

  • Ability to perform complex tasks and to prioritize multiple projects

  • Ability to work in a collaborative environment with diverse internal and external audiences

The Compliance and Equity Officer in the System Administration Office of Ethics, Risk and Compliance (OERC) is responsible for conducting case resolutions for system employees and affiliates, and for campuses as requested by campus Equity Offices, under the University of Colorado Sexual Misconduct, Intimate Partner Violence and Stalking Policy (APS 5014), University of Colorado Nondiscrimination Policy (APS 5065), and the University of Colorado Conflict of Interest in Cases of Amorous Relationship Policy (APS 5015). The Compliance and Equity Officer will also assist with the systemwide hearing process, appeals and educational development and training of system employees and affiliates under the direction of the Vice President of Compliance and Equity and System Title IX Coordinator (VP).The VP supervises the campus Equity Offices - Anschutz | Denver, Boulder, and Colorado Springs. The campus Equity Offices remain responsible and have delegated authority from the appropriate Chancellor for implementing the respective policies within Equity Office jurisdiction. Equity Offices remain embedded in current campus administrative structures. Each campus remains responsible for any applicable disciplinary decisions for either students or employees following a formal adjudication and as delegated to campus disciplinary authorities by the appropriate Chancellor. Each campus will continue to retain positions responsible for campus functions related to Title VI, Title VII, and Title IX, including interfacing with senior campus leadership and other related staff across the campuses under direction of the VP.This position reports to the VP and is exempt from the State of Colorado Classified Staff system.

Flexible Hybrid - this role is eligible for a hybrid schedule, working mostly from home with some in-person trainings.
