The Human Resources and Payroll Manager oversees the daily operations of the Human Resources functions of the Business School. Primary duties include managing the recruiting and hiring process for students, faculty, and staff, partnering with Business School Unit(s) hiring managers to create accurate job descriptions and position announcements, serving on assigned search committees, advising on recruitment strategies and initial compensation analysis.

This position oversees payroll for both biweekly and monthly employees, including contract payments, additional pay, compensation changes, and leave usage. The HR & Payroll Manager ensures that all necessary paperwork for search approvals, letters of offer, and employment packets for hired employees, including I-9 documentation and background checks, are completed and submitted in a timely manner. This position will also ensure all payroll deadlines are met, and all human resources operations remain under compliance at all levels of regulation. This position partners with the International Student and Scholar Services office for the application and renewal of faculty visas and permanent residency process. The HR & Payroll Manger will serve as the backup for the Director of HR, when necessary.

What you will do:

  • Serves as Business School HR representative in assigned searches and during hiring processes for Business School faculty, University and Classified staff. This includes job analysis, posting process, candidate review, creating official offer letters and obtaining required approvals as well as ensure that audit trails and search summaries are complete and in compliance with central HR policies and best practices.

  • Manage the new employee onboarding process for students, temporary staff, lecturers and full-time employees, including coordination with supervisors and ensuring completion of all necessary paperwork (I-9's, background checks, personnel data, faculty oaths, etc.) through individual new hire meetings.

  • Schedules employees for New Employee Orientation, tracks the development of their professional plan/PMP (if university or classified staff) and ensures new hires complete online trainings required by the university.

  • Coordinates with internal personnel to prepare for new employee onboarding (IT, Marketing, Building Operations, etc.).

  • Coordinates with Identity Management system personnel for e-mail and user setup, IT services for personal data storage, Campus Security Authorizer / Coordinator for ISSS access.

  • Develop and periodically update the business school's human resources and payroll procedures to ensure compliance with university and federal policies. Use expertise to interpret and provide relevant guidance for policies (e.g., state classified rules, regent policy associated with faculty appointments).

  • Oversee the annual evaluation process for university and classified staff .

  • Manage biweekly and monthly payroll processes for all students, temporary staff, lecturers and full-time employees of the Business School.

  • Verify leave balance for all exempt employees monthly; coordinate with Employee Services to make adjustments in MyLeave and to ensure accuracy.

  • Coordinate and Serves as the point of contact for 7 auxiliary/D2 programs and ensure contract compliance and provide HR/Payroll guidance and support.

  • This position wills liaison with the CU System Payroll and Benefits Services teams.

  • Maintain employee records in HCM Peoplesoft and personnel records, and ensure that data is correct for new hires, payroll changes, promotions and additional jobs.

  • Track student hourly actual work hours and compares against Dean's office approvals.

  • Maintain lecturer records to ensure that faculty head count is correct for budgetary purposes.

  • Maintain updated tracking spreadsheets to assist with budget forecasting.

  • Coordinate with the Office of International Affairs to obtain proper temporary alien employment certification and appropriate work visas in the hiring of all foreign faculty members. This includes J1 Visas for Visiting Scholars, and H-1B visas for visiting and permanent faculty members and coordination for H-1B renewals and permanent residency applications.

  • Create Standard Operating Procedures (SOPs) for HR and payroll processes.

  • Update and maintain electronic versions of Business School organizational charts

  • Partner with the CU Leave team for staff FMLA and FAMLI leave.

  • Serve as Business School HR representative in campus committees as assigned.

  • Cross-train and serve as backup for full-time faculty onboarding and payroll.

  • Other duties as assigned.

Compensation and Benefits

The salary range (or hiring range) for this position has been established at $77,410 - $82,000.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.

Qualifications

Qualifications you already possess (Minimum Qualifications)

  • A bachelor's degree in public administration, public policy, business, higher education administration, social sciences, behavioral sciences, human resources, human relations, or a directly related field from an accredited institution.

  • Three (3) years of professional experience managing employee benefits, employee hiring and onboarding, performance management, recruiting, employee relations and/or HR records, or other related experience.

Substitution: A bachelor's degree is preferred, or equivalent combination of education, certification, and experience.

Preferred Qualification to possess (Preferred Qualifications)

  • Four (4) years of professional experience managing employee benefits, employee hiring and onboarding, performance management, recruiting, employee relations, and/or HR records, or other related experience.

  • Experience with human capital management systems (PeopleSoft, SalesForce, OnBase, or similar systems)

  • Experience with Visa (J-1, H1B or permanent residency) processes

  • Experience working in a higher education setting

Knowledge, Skills, and Abilities

  • Knowledge of human resources and payroll administration

  • Ability to handle highly sensitive information and maintain strict confidentiality
